Services Overview 

Hiring

The BSC processes hiring for all regular faculty and staff, term and temporary employees, and students. Hire, re-hire, transfer and concurrent hires are submitted via the Hire panel in the HR Action tool (HRA). Departments will continue to recruit, and make offers to new faculty and staff. Once an offer has been accepted, department HR staff will provide the BSC with the appropriate hiring documentation. We will then contact the new employee, complete all necessary hiring paperwork and enter the appointment into the HR system.  

eTime & Leave

All paid ASC employees are part of the eTimesheet and/or eLeave system. The BSC will assist users and review entries for compliance. Biweekly staff are certified via the eTimesheet approval process and monthly faculty and staff are certified via the on-line monthly verification process that is part of the eLeave system.  

Visa and Immigration

The BSC processes all J-1 and H-1B visas for international employees and visitors. Departments indicate the need for a visa when hiring documentation is submitted via the HIRE panel in the HR Action tool (HRA). Visa extensions and/or changes are submitted via the Other panel in the HRA. We will initiate and collect all necessary visa documentation and submit petitions to The Office of International Affairs (OIA). The BSC tracks current visa holders within the college and will contact them to start the visa extension process. The visa process requires the assistance and cooperation of the employee/scholar, department HR staff and faculty advisor.  

Termination

All regular faculty and staff, term and temporary employees, and student terminations are processed by the BSC. Requests can be submitted via the Termination panel in the HR Action tool (HRA). Department HR staff will provide the appropriate documentation to the BSC to complete the termination process. We will contact the departing employee to assist them as they manage the transition of leaving University employment. We also assist visa holders as they prepare to leave the University and sign departure forms.

Additional Pay

Departments prepare additional pay requests and submit them via the Pay Additional Compensation panel in the HR Action tool (HRA), attaching necessary paperwork when appropriate.

The BSC hires all employees (regular, term and temporary) at any FTE, student appointments and any appointments requiring a J-1 or H-1B visa. This includes rehires and internal transfers either in the current department or from an external department, as well as position updates or Reclassifications.


Initial Hiring documentation is due to ASC Business Services at least 8 business days prior to the effective date submitted via the Hire panel using HRA. Please note that monthly hires/transfers submitted less than 5 business days prior to the monthly deadline will not be ensured their first month’s paycheck.

We will be asking that employee's complete their I-9 on or prior to their start date. All I-9 guidelines apply. Employees unable to provide appropriate documentation within 3 business days of their hire date will be terminated until they can produce the appropriate documents. Please make sure to communicate this to your hiring managers. In the event a new hire is unable to meet the I-9 deadlines your Business Services rep will communicate this with you and copy the supervisor.

Please use the ASC Offer Letter Templates to ensure the new hire/transfer is aware that a Business Services rep will be in contact regarding hiring documentation and the background check process.
 

Business Services HR will not be able to process hires, rehires, or transfers that do not have the appropriate College and/or OHR approvals for Salary Actions (i.e. lateral, promotional, demotional transfers, or hires outside the posted range).

An OSU background check is required for all new hires and is also required for current faculty and staff in some instances. 

Department HR Contact is responsible for IT Access, email, keys or badge access, information regarding where to report on their first day, initial and annual written notification of Disaster Preparedness Designation and any other department specific information that the Department HR contact feels is appropriate. Department HR contact is responsible for maintaining original new hire documentation according to OHR Policy 1.20 Personnel Records available at hr.osu.edu/policy/policy120.pdf.

Using the HR Action tool (HRA) request on the HIRE panel, check the Visa yes/no box, and attach the following:

The BSC will contact the new scholar and invite them to eScholar. It is the scholar’s responsibility to login to eScholar, complete their on-line application and provide required documentation in a timely manner.

The BSC will initiating an eRequest to pay for Visa Processing Fees at the Office of International Affairs (OIA). The visa fee and shipping chartfield are provided by the department on the BSC Visa Form. Once the scholar has completed the on-line application and the eRequest has been approved for processing fees, your BSC HR representative will review and submit the eScholar information.

The HR department contact and faculty advisor will be notified when the eScholar application is submitted to OIA, and when the DS-2019 Form has been completed and shipped to the scholar. The BSC will ship the processed DS-2019 Form directly to the scholar using UPS Express Shipping, Worldwide Saver (guaranteed in 3 business days). 

All unpaid Visiting Scholars on J-1 Visas will need to be hired into the HR system due to OIA regulations and tracking. They will also require a background check.  

The U.S. Department of State requires all scholars and their dependents who accompany them to the U.S. to have health insurance during their entire stay in the U.S. All OSU Visiting Scholars and accompanying dependents must purchase one of the two OSU health insurance plans offered and discussed at the OIA scholar check-in orientation.

Please be certain position descriptions are updated appropriately prior to initiating an HRA requesting a visa. Inadequate position description information will result in a delay of visa processing. These would include: regular or temporary status, FTE/standard hours, detailed position description, education requirements, appointment length, actual work location, supervision duties, target salary range, and education and experience requirements. *Required experience is interpreted as additional experience outside the education requirements. For example, if a position for a Post Doctoral Researcher (an entry level position) requires experience, it is interpreted as additional experience beyond the Ph.D. education and training.OIA prefers that only required experience be listed if it is absolutely required. Please include desired after each of the desired experience; if desired is not listed after each item, it is interpreted as required.

The BSC will add comment on the HRA to keep everyone updated on the visa progress and processing stages. The comments can be seen by anyone involved in the process (department HRP, supervisor, and college approver).

The BSC will complete H-1B Visa, all hiring documentation and provide employee with the following information: online New Hire Orientation, Direct Deposit, benefits information and deadlines, parking, Paid Leave Programs, library and Buck ID.

The BSC processes all graduate and undergraduate student appointments. The process is similar to Faculty and Staff hiring, however, the ASC Undergraduate Student Offer Letter, or Graduate Associate Appointment document will be used. 

Using the HR Action tool (HRA) request on the HIRE panel and attach the following:

  • ASC Undergraduate Student Offer  - Undergraduate Students
  • Graduate Associate Appointment document - Graduate Students

Hires

BSC will hire all graduate and undergraduate students, including Federal Work Study student workers. This includes hires, re-hires, transfers and concurrent appointments. Initial Hiring documentation is due to ASC Business Services at least 8 business days prior to the effective date.

We will be asking that student workers complete their Form I-9 on or prior to their start date. All I-9 guidelines apply. The BSC will conduct student hiring orientations multiple times each week to process student hiring paperwork. Students must RSVP directly to BSC HR contact to reserve a seat. Individual meeting times can be arranged if needed. Large hiring group orientations can be arranged at your work location if needed. Such meetings must be pre-scheduled, and students will be contacted by BSC to bring ID to the meeting.

The BSC contacts the student twice via e-mail, then copies the HRP and supervisor on the third email contact. If one month has passed without a response from the student, the HRA will be canceled and the HRP and supervisor will be notified. If the student reports to the department at a later date, the department will need to submit a new HRA to begin the hire process again. The documentation must include an updated hire date, and updated signature dates. As with any hire, the student should not start working until their orientation session (including completion of the I-9 form when necessary) is done.

The BSC will complete all hiring documentation and provide student worker with Direct Deposit and Pay date information. In the event of a rehire within the department, the BSC will request that HR Department Contacts review and confirm that the student's personnel file is complete and compliant. In the event of a transfer, the BSC will request the original form I-9 from the previous department and send originals to hiring department.

Students will not be hired if proper identification/employment eligibility has not been provided to the BSC on or prior to their start date. Photocopied identification documents are not acceptable.


The BSC will investigate concurrent position FTE’s and ask students if they will continue employment when necessary.

  • If Yes, BSC HRP will contact home department and ask if hours can be reduced to accommodate concurrent position.
  • If No, BSC HRP will contact hiring department and relay the information and remove student from hiring list.

Graduate Fee Authorizations will be processed with the JED provided with the HRA unless otherwise noted. If other student fees are paid by the department in addition to the automatic fees a separate HRA initiated on the OTHER panel must be submitted to request the fees be applied. 

Terminations

To request a student termination the Dept. HRP initiate an HRA using the Termination panel. 

BSC will enter the end of employment row in PeopleSoft and complete the HRA. 

Department HR Contact is responsible for activation/deactivation of IT Access, email, keys or Buck ID. The Department HR Contact is responsible for maintaining the original documentation according to OHR Policy 1.20 Personnel Records: hr.osu.edu/policy/policy120.pdf and the OSU record retention policy found at: library.osu.edu/sites/archives/retention/schedules.php.

Effective April 1, 2011 Background checks are required for: 

  • All internal and external candidates for regular faculty and staff positions
  • Auxiliary faculty; visiting scholars; and temporary, term, seasonal and intermittent appointments (excluding graduate associate and undergraduate student appointments)
  • Temporary staff provided by third-party staffing vendors unless the third party staffing vendor has conducted its own background check that complies with university requirements
  • Employees with any break in service and returning to a position that requires background checks
  • Auxiliary faculty that have a break in service of more than 12 months

Visa Guidelines

The BSC initiates and processes employee hires requiring J-1 and H-1B visas. It is important to be mindful of visa processing timelines when considering start dates.

Visa Timelines

Visa type and OIA processing time:

  • H-1B Visa, 6-9 months
  • H-1B Visa Extension, 6-9 months
  • J-1 Visa, 1 month
  • J-1 Visa Extension, 1 month
  • J-1 Visa Transfer, 1 month

Please include the following verbiage in your offer letters: "Your hire date will be on or after XX-XX-XXXX upon approval of your Visa."

The hiring department is responsible for all fees incurred during the visa process, i.e. processing and shipping documents. Visa fees are initiated by the BSC via eRequest. Chartfield information is to be included by the department on the BSC Visa Form, attached with the hire or extension request.

Extension & Termination Guidelines

The BSC tracks all J-1 and H-1B Visa holders within the College of Arts and Sciences. When an employee's visa is nearing expiration a BSC HRP will notify the employee through email to confirm if they will end their employment with the University or extend their visa. The department HRP will be copied on the email. Notifications are sent 3 months in advance to J-1 visa holders, and 9 months in advance for H-1B Visa holders. 

  • Extension: BSC HR will meet with the scholar to collect and review materials, sign required OIA Forms and contact Department HR contact and Faculty Advisor regarding updates and approvals. See the Visa Extension page for specific visa details.
  • Termination: Once the employee or department HRP confirms the end of employment date, the BSC will provide the employee with the appropriate Office of International Affairs Departure From to be completed prior to the employee’s last working day. The last working day cannot be after employee’s visa end date. Work authorization is terminated on the expiration date printed on the visa document. (DS-2019 Form or I-797 Form)

J-1 VISA Extension

The BSC will notify an employee that their visa is scheduled to expire and provide instructions. Visa holders will be asked to contact their faculty advisor responsible for extension approval for confirmation of a visa extension. The BSC will copy the Department HR contact on the communication. The Department HR contact is then asked to submit an HRA to start the processing. 

Using the HR Action tool (HRA) request on the OTHER panel, check the Visa yes/no box and attach the following: 

  • Signed/Accepted Offer Letter 
  • Visa form below

The BSC will contact meet with the J-1 scholar to review materials and sign the Request for New DS-2019 Form. We will communicate with Department HR contact and Faculty Advisor regarding updates and approvals. 

The BSC will update ID and Job data if needed in PeopleSoft and complete a new I-9 Form once new DS-2019 form is received.

H-1B VISA Extension

The BSC will notify an employee that their visa is scheduled to expire and provide instructions. Visa holders will be asked to contact their faculty advisor responsible for extension approval for confirmation of a visa extension. The BSC will copy the Department HR contact on the communication. The Department HR contact is then asked to submit an HRA to start the processing.

  • CV/Resume

The BSC will prepare all department forms and letter of support and send visa documentation to indicated approver in department for signatures. The BSC will initiate an eRequest for the appropriate processing fees. The BSC will also contact visa holder with approved extension dates and the link to H-1B Employee Form with instructions. Once department and employee from are returned to the BSC, documentation is reviewed, organized and copied. Originals are hand-delivered to OIA, copies are hand-delivered to the department HR office and an electronic copy is retained at the BSC.

The BSC will distribute the LCA postings which the department HR office is responsible for posting in the actual working location. 

The BSC will update ID and Job data if needed in PeopleSoft and complete a new I-9 Form once the Approval Notice (I-797) is received.

Includes one-time payments, Supplemental Compensation, staff awards, cell phone allowances, taxable reimbursements, and bonuses. 

The BSC processes all requests for additional pay. In the HR Action Request tool (HRA), these requests should be submitted using the Pay Additional Compensation panel and be accompanied by the appropriate payment type. The BSC will continue to determine the earnings code and account number in order to be as consistent as possible across the college.

Supporting Documentation

The Additional Pay Request form is no longer required because HRA captures all of the information and approvals that the form had been used for. It is important to consider the levels of approvals required for each request at the time it is submitted. If your department’s requests in HRA do not automatically flow to those approvers, they should be added as an ad-hoc approver. If this is not possible, their approval can be attached to the HRA.

Requests for supplemental compensation for monthly, full-time faculty and staff members still require the Internal Supplemental Compensation Approval Form, found here:

The form should be completed and signed by the employee and any approver that the request cannot be routed to through HRA before final approval sends it to the BSC for processing. All levels of approval listed on the supplemental compensation form are required for processing. Approvals are only needed once, so if an approval is captured through HRA, it is not needed on the form.

Effective and End Dates

When entering a request to pay additional compensation in HRA, be sure to enter the effective and end date of the service provided instead of allowing the current date to default in. In PeopleSoft, additional payments are entered using the pay periods that the additional work was performed, so it is necessary that this information is submitted with the HRA.  In the additional pay panels, the first and last date of the pay period will be used for processing.

Additional Pay Due Dates

Requests for monthly employees should be approved by all necessary levels by the Monthly Department/Initiator Deadline.

Requests for biweekly employees should be approved by all necessary levels by noon on Monday of each deadline week.

Off Duty Pay Requests (ODP)

Because HRA has limited flexibility, the BSC has created the Off Duty Pay Request Form [pdf] which should be completed with each request for Off Duty Pay. The form has space for approvals but if all necessary approvals are received through HRA, the form does not need to be signed.  The form will only need to be signed if approval is required from someone who is not set up in HRA. Approvals on the form do not need to be captured through HRA.  A detailed business purpose is required for all ODP requests. 

ODP requests should be submitted in HR Action as Pay Additional Compensation- Payment for work during off term. All ODP requests should be approved by the Chair or Director and PI (if funded by a sponsored project). These requests will route to the college office for review and approval before reaching the BSC for entry. Processing will be delayed for HRA requests that flow to the BSC without appropriate approvals, detailed descriptions, and/or support.

Termination Guidelines

Includes resignation, retirement, involuntary termination, and reduction in force (RIFs).

Submit termination requests via the HR Action tool (HRA) on the Termination panel.

The following documentation should attached with requests for terminations

  • Regular Appointments = Resignation / Retirement Letter 
  • Term/Temp Appointments = Offer Letter with end date, or Resignation/Retirement Letter
  • Involuntary/RIF/Disability = Pre-approved OHR RIF documentation and letter to employee
  • Graduate Students = Explanation if early termination
  • Undergrad Students = N/A

All termination requests must be submitted to the BSC prior to an employee’s last working day to avoid overpayments. In the event a termination is processed after the monthly deadline the Department HR Contact is responsible for notifying their payroll contact and ensuring any monies overpaid are returned.

The BSC will enter the end of employment row in PeopleSoft, and with transfers, will ensure that the new department has entered the transfer row. The BSC will terminate any reoccurring additional pay, and provide the employee with the link to Life Events Leaving the University Guide. The BSC will notify visa holders to complete the appropriate departure form and ensure the appropriate signatures are obtained and OIA is notified. 

Retirements

The BSC will enter Retirement row into PeopleSoft, terminate any reoccurring additional pay, and provide the retiring employee with the link to Life Events Leaving the University Guide, OSU Retirement Checklist and notify the employee of upcoming payouts.

Payouts

When appropriate, the BSC will calculate and submit vacation, sick and compensatory time payouts to Payroll, so that payouts are included with the employee’s final paycheck.

Department Responsibilities

The Department HR contact is responsible for deactivation of IT, email, Buck ID access, and ensuring employee returns any keys and any department property. The department will also ensure that relevant documentation is maintained according to OHR Policy 1.20 Personnel Records and the OSU record retention policy.

Departments should work with PIs to determine when a release time appointment is appropriate. Release time requests should then be initiated through HRA, using request type OTHER with the Release Time Appointment form attached. The college level approvers will ad-hoc Andrea Ward Ross before it is sent to the BSC for entry. Release time requests should be submitted in HRA at least five days before the departmental payroll deadline.

If the request is late and DRDs are required to correct previous months, DRD forms should be completed and submitted as an attachment to the request. The DRD form is available on the BSC website.

Job Earnings Distribution Changes (JED): the BSC will process all JED changes via the Change Funding Source panel in the HR Action tool (HRA). The change funding source panel will also be used to process Personnel Expenditure Transfers (PETs) which will also be processed by the BSC. 

Salary Changes: the BSC will process salary changes via the Change Rate of Pay panel in the HR Action tool (HRA). 

FTE Changes:The BSC will process all FTE changes via the Change Number of Working Hours Worked per Week panel in the HR Action tool (HRA). This would also be the panel used if a salary needs to be adjusted because of an FTE change; one HRA would accomplish both changes.
